Wat is this?? This is a picture taken from a block where my fren stay in. If u cannot understand wat it means as u r a retard or smth since its juz a picture. It is bout fining ppl fer peeing in corridors or public places which isn't toilet. The fine is as high as $2000 1st offence last time check isn't fine fer smoking lesser??
